    Question: I work for a large multinational company that is interested in licensing a NIST invention. We wouldn't be interested if we could only use the licensed technology in the U.S. Can the technology granted in a license be used to manufacture outside the U.S.?

    Answer - Statute and NIST policy permit products for sale or use outside the U.S. using technology licensed from NIST to be manufactured outside the U.S. However, products for sale or use in the U.S. made using technology licensed from NIST must be manufactured substantially in the U.S.



    Question: What are Intellectual Property Rights (IPR)?

    Answer - Intellectual property is a creation of an individual's intellect. The law grants an individual ownership rights over this intangible property, just as the law grants ownership over material things.



    Question: Does the USPTO control the fees charged by patent attorneys and agents for their services?

    Answer - No. This is a matter between you and your patent attorney.
